  1. Project Background:
    As part of the “Building Bridges” project aimed at strengthening trust and collaboration between local communities and the community police in Shirqat District, there is a growing need to develop an effective referral system and enhance coordination mechanisms between civil society organizations (CSOs) and governmental bodies—particularly Returnee Government Committees (RGCs)—to better respond to the needs of returnee and host communities.
  2. Objective of the Consultancy:
    To provide technical support in developing and implementing a localized referral and coordination system between CSOs, government stakeholders, and service providers that ensures responsiveness to the needs of affected populations and fosters sustainable cooperation among all relevant actors.
  3. Scope of Work and Responsibilities:
    Develop a Joint Strategy Document between CSOs and RGCs:
  • Organize consultative meetings with relevant stakeholders
  • Identify roles, challenges, and coordination mechanisms
  • Draft and finalize the joint strategic document

Design Referral Procedures and Tools:

  • Develop standardized referral pathways and templates
  • Customize tools for different groups (youth, women,  persons with disabilities)
  • Integrate data protection and accountability principles

Service Mapping and Drafting MoUs:

  • Conduct a service mapping exercise for local service providers
  • Draft 3 to 5 Memoranda of Understanding (MoUs) with service providers
  • Clarify shared responsibilities and follow-up mechanisms

Review and Update the System Based on Feedback:

  • Develop a simple and effective monitoring and feedback tool
  • Collect input from system users and stakeholders (including community police)
  • Analyze findings and present a system improvement plan
  • Update referral tools in alignment with local needs
  1. Key Deliverables:
  • Inception report including work plan and methodology
  • Draft of the joint strategic document
  • Finalized referral tools and templates
  • Community service mapping for Shirqat
  • Draft MoUs with selected service providers
  • Monitoring and feedback tools
  • Final report including system review and improvement plan

Fees : 190,000 Per  Day  Total Days = 20 Working Day 

Qualifications & Preferred Skills

  • University degree or postgraduate studies in social work, public policy, law, or a related field
  • Minimum 5 years of experience in humanitarian or development programs, with proven expertise in developing referral and coordination systems
  • Strong understanding of community protection issues, returnee integration, and peacebuilding
  • Experience working with CSOs and local authorities in Iraq, preferably in Salah al-Din Governorate
  • Excellent facilitation, documentation, and communication skills in Arabic and English
  • Commitment to Do No Harm principles and data privacy protection
