The Programme Specialist – Community Safety Specialist (CSS) will be based in Magwi, Eastern Equatoria. S/he will be responsible for revising and developing in-country guidelines relating to Humanitarian Mine Action (HMA), with a focus on DRC-delivered clearance activities and partner-delivered explosive ordnance risk education (EORE). The CSS will also take the lead on in-field training and regular quality assurance.

Key Responsibilities:

Technical Standards & Quality Assurance

Lead field-level quality assurance for Battle Area Clearance, Explosive Ordnance Disposal, and Explosive Ordnance Risk Education (EORE).
Develop and revise HMA guidelines and survey tools aligned with economic recovery objectives.
Train and support field staff and implementing partners, ensuring gender-balanced, conflict-sensitive approaches.
Provide oversight of EORE sessions and guide gender-sensitive participation strategies.

Monitoring, Evaluation & Learning

Design and supervise baseline, endline, and KAP surveys.
Support data collection and analysis to enhance community impact.
Facilitate field meetings and focus groups to guide task prioritization and post-clearance success.
Document lessons learned and success stories for donor reports and internal learning.
Contribute to DRC’s HMA information management system.

About You:

Minimum 5 years of experience in the humanitarian sector.
Strong organizational, communication, and interpersonal skills.
Proficient in Microsoft Word and Excel.
Able and willing to travel extensively within designated field sites.
Demonstrated commitment to humanitarian principles, with experience in multicultural settings.

Desirable:

Background in humanitarian mine action, gender/conflict sensitivity, Protection, or HLP.
University degree in a relevant field is an advantage.
